Council<\/strong><\/p>\n\n\n\n<p>That this AGM calls on Council to provide LA Secretaries with guidance in relation to personal injury claims on behalf of EIS members.<br><br><strong>Amendment EIS FELA<\/strong><br>Add \u2018and FELA Branch Secretaries\u2019 following \u2018LA Secretaries\u2019<\/p>\n<\/div><\/div><\/div>\n<\/div><\/div><\/div><\/div>\n\n\n\n<p>The EIS will provide local associations with guidance in relation to personal injury claims on behalf of members, following a successful motion proposed by Employment Relations Convener Susan Slater (Moray), on behalf of EIS Council.<\/p>\n\n\n\n<div class=\"wp-block-essential-blocks-accordion  root-eb-accordion-338s9\"><div class=\"eb-parent-wrapper eb-parent-eb-accordion-338s9 \"><div class=\"eb-accordion-container eb-accordion-338s9\" data-accordion-type=\"accordion\" data-tab-icon=\"dashicons-plus-alt2\" data-expanded-icon=\"dashicons-minus\" data-transition-duration=\"500\"><div class=\"eb-accordion-inner\">\n<div class=\"wp-block-essential-blocks-accordion-item eb-accordion-item-an16n eb-accordion-wrapper\" data-clickable=\"false\"><div class=\"eb-accordion-title-wrapper eb-accordion-title-wrapper-eb-accordion-338s9\" tabindex=\"0\"><span class=\"eb-accordion-icon-wrapper eb-accordion-icon-wrapper-eb-accordion-338s9\"><span class=\"dashicon dashicons dashicons-plus-alt2 eb-accordion-icon\"><\/span><\/span><div class=\"eb-accordion-title-content-wrap title-content-eb-accordion-338s9\"><h3 class=\"eb-accordion-title\">Motion 37<\/h3><\/div><\/div><div class=\"eb-accordion-content-wrapper eb-accordion-content-wrapper-eb-accordion-338s9\"><div class=\"eb-accordion-content\">\n<p><strong>37. Council<\/strong><\/p>\n\n\n\n<p>That this AGM calls on Council to promote the proactive use of risk assessments at school level, including providing training, as part of ongoing Health and Safety campaigning.<br><br><strong>Amendment EIS FELA<\/strong><br>Add \u2018and college\u2019 following \u2018at school\u2019.<\/p>\n<\/div><\/div><\/div>\n<\/div><\/div><\/div><\/div>\n\n\n\n<p>The EIS will promote the active use of Risk Assessments at school and college level, following a successful motion proposed by Jacqui MacKenzie (North Ayrshire). Ms MacKenzie talked of the need to push for a workplace \u201cwhere leadership acts on concerns\u201d and of the need for high quality training for ongoing action.<\/p>\n\n\n\n<div class=\"wp-block-essential-blocks-accordion  root-eb-accordion-4rftl\"><div class=\"eb-parent-wrapper eb-parent-eb-accordion-4rftl \"><div class=\"eb-accordion-container eb-accordion-4rftl\" data-accordion-type=\"accordion\" data-tab-icon=\"dashicons-plus-alt2\" data-expanded-icon=\"dashicons-minus\" data-transition-duration=\"500\"><div class=\"eb-accordion-inner\">\n<div class=\"wp-block-essential-blocks-accordion-item eb-accordion-item-m9g1c eb-accordion-wrapper\" data-clickable=\"false\"><div class=\"eb-accordion-title-wrapper eb-accordion-title-wrapper-eb-accordion-4rftl\" tabindex=\"0\"><span class=\"eb-accordion-icon-wrapper eb-accordion-icon-wrapper-eb-accordion-4rftl\"><span class=\"dashicon dashicons dashicons-plus-alt2 eb-accordion-icon\"><\/span><\/span><div class=\"eb-accordion-title-content-wrap title-content-eb-accordion-4rftl\"><h3 class=\"eb-accordion-title\">Motion 38<\/h3><\/div><\/div><div class=\"eb-accordion-content-wrapper eb-accordion-content-wrapper-eb-accordion-4rftl\"><div class=\"eb-accordion-content\">\n<p><strong>38. North Lanarkshire LA<\/strong><\/p>\n\n\n\n<p>That this AGM instructs EIS Council to call on Local Authorities to provide the number of teacher referrals to Local Authority Employee Assistance Programmes, (EAP) in the last two years to receive support with &#8216;work related&#8217; well-being or mental health concerns.<\/p>\n<\/div><\/div><\/div>\n<\/div><\/div><\/div><\/div>\n\n\n\n<p>The EIS will call on local authorities to provide the number of teacher referrals to local authority Employee Assistance Programmes, (EAP) in the last 2 years to receive support with \u2018work related\u2019 wellbeing or mental health concerns, as the result of a successful motion proposed by Stuart Winning (North Lanarkshire). <\/p>\n\n\n\n<p>\u201cWe need accurate data to provide an accurate view of what we can do to further support the service,\u201d he said.<\/p>\n\n\n\n<div class=\"wp-block-essential-blocks-accordion  root-eb-accordion-j959g\"><div class=\"eb-parent-wrapper eb-parent-eb-accordion-j959g \"><div class=\"eb-accordion-container eb-accordion-j959g\" data-accordion-type=\"accordion\" data-tab-icon=\"dashicons-plus-alt2\" data-expanded-icon=\"dashicons-minus\" data-transition-duration=\"500\"><div class=\"eb-accordion-inner\">\n<div class=\"wp-block-essential-blocks-accordion-item eb-accordion-item-c0wk9 eb-accordion-wrapper\" data-clickable=\"false\"><div class=\"eb-accordion-title-wrapper eb-accordion-title-wrapper-eb-accordion-j959g\" tabindex=\"0\"><span class=\"eb-accordion-icon-wrapper eb-accordion-icon-wrapper-eb-accordion-j959g\"><span class=\"dashicon dashicons dashicons-plus-alt2 eb-accordion-icon\"><\/span><\/span><div class=\"eb-accordion-title-content-wrap title-content-eb-accordion-j959g\"><h3 class=\"eb-accordion-title\">Motion 39<\/h3><\/div><\/div><div class=\"eb-accordion-content-wrapper eb-accordion-content-wrapper-eb-accordion-j959g\"><div class=\"eb-accordion-content\">\n<p><strong>39. Glasgow LA<\/strong><\/p>\n\n\n\n<p>That this AGM instruct Council to survey SMT members on their working conditions.<\/p>\n\n\n\n<p>This should include but not be limited to:-<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>SMT ability to take regular breaks.<\/li>\n\n\n\n<li>Absence levels of SMT members as a result of workplace stress.<\/li>\n<\/ul>\n<\/div><\/div><\/div>\n<\/div><\/div><\/div><\/div>\n\n\n\n<p>The EIS will conduct a survey of SMT members\u2019 working conditions, following a motion proposed by Amy Gallagher (Glasgow).<\/p>\n\n\n\n<p>Amy highlighted bureaucracy, and extra support teachers are expected to give, and the pressures being placed upon them by leadership. She went on to describe the \u201crelentless overbearing bureaucracy that really shouldn\u2019t be their job.\u201d<\/p>\n\n\n\n<div class=\"wp-block-essential-blocks-accordion  root-eb-accordion-ejrcp\"><div class=\"eb-parent-wrapper eb-parent-eb-accordion-ejrcp \"><div class=\"eb-accordion-container eb-accordion-ejrcp\" data-accordion-type=\"accordion\" data-tab-icon=\"dashicons-plus-alt2\" data-expanded-icon=\"dashicons-minus\" data-transition-duration=\"500\"><div class=\"eb-accordion-inner\">\n<div class=\"wp-block-essential-blocks-accordion-item eb-accordion-item-h9cam eb-accordion-wrapper\" data-clickable=\"false\"><div class=\"eb-accordion-title-wrapper eb-accordion-title-wrapper-eb-accordion-ejrcp\" tabindex=\"0\"><span class=\"eb-accordion-icon-wrapper eb-accordion-icon-wrapper-eb-accordion-ejrcp\"><span class=\"dashicon dashicons dashicons-plus-alt2 eb-accordion-icon\"><\/span><\/span><div class=\"eb-accordion-title-content-wrap title-content-eb-accordion-ejrcp\"><h3 class=\"eb-accordion-title\">Motion 40<\/h3><\/div><\/div><div class=\"eb-accordion-content-wrapper eb-accordion-content-wrapper-eb-accordion-ejrcp\"><div class=\"eb-accordion-content\">\n<p><strong>40. Argyll &amp; Bute LA<\/strong><\/p>\n\n\n\n<p>That this AGM instructs Council to lobby the Scottish Government and local authorities to ensure clear policies and safeguards are established that prevent probationer teachers from being used to fill permanent staffing vacancies during their probationary year.<\/p>\n<\/div><\/div><\/div>\n<\/div><\/div><\/div><\/div>\n\n\n\n<p>\u201cProbationers don\u2019t get the full mentoring they need to grow,\u201d said Aisling Clark (Argyll &amp; Bute), as she moved a motion calling on better safeguards to protect probationer teachers.<\/p>\n\n\n\n<p>Ms Clark said that new teachers need support and structure, not what is happening currently. If a job is needed, it should be advertised &#8211; schools should not be over-relying on probationers who are still in training.<\/p>\n\n\n\n<p>Seconding the Motion, Joanne Kelly argued that Local Authorities are using probationers as cheap labour. She stated that schools are stretched to the limit, and this needs to be addressed. AGM agreed, and backed the Motion.<\/p>\n\n\n\n<div class=\"wp-block-essential-blocks-accordion  root-eb-accordion-jxofm\"><div class=\"eb-parent-wrapper eb-parent-eb-accordion-jxofm \"><div class=\"eb-accordion-container eb-accordion-jxofm\" data-accordion-type=\"accordion\" data-tab-icon=\"dashicons-plus-alt2\" data-expanded-icon=\"dashicons-minus\" data-transition-duration=\"500\"><div class=\"eb-accordion-inner\">\n<div class=\"wp-block-essential-blocks-accordion-item eb-accordion-item-pd80u eb-accordion-wrapper\" data-clickable=\"false\"><div class=\"eb-accordion-title-wrapper eb-accordion-title-wrapper-eb-accordion-jxofm\" tabindex=\"0\"><span class=\"eb-accordion-icon-wrapper eb-accordion-icon-wrapper-eb-accordion-jxofm\"><span class=\"dashicon dashicons dashicons-plus-alt2 eb-accordion-icon\"><\/span><\/span><div class=\"eb-accordion-title-content-wrap title-content-eb-accordion-jxofm\"><h3 class=\"eb-accordion-title\">Motion 41<\/h3><\/div><\/div><div class=\"eb-accordion-content-wrapper eb-accordion-content-wrapper-eb-accordion-jxofm\"><div class=\"eb-accordion-content\">\n<p><strong>41. Fife LA<\/strong><\/p>\n\n\n\n<p>That this AGM instructs Council to carry out research into the feasibility of High Schools implementing one day a week working and studying from home for both senior pupils and teachers.<\/p>\n<\/div><\/div><\/div>\n<\/div><\/div><\/div><\/div>\n\n\n\n<p>A call for pupils and teachers in the senior phases of secondary schools to be allowed to work from home for one day per week failed to win support from AGM. Proposer Luca Beschi (Fife) argued that, \u201cWorking from home 1 day a week (for both staff and senior pupils) would benefit our workload and stress, and helps with work-life balance.\u201d<\/p>\n\n\n\n<p>Seconding the motion, David Farmer (Fife) said that a study on this issue was important and urged AGM to \u201cKeep your mind open as to what the results might be.\u201d<\/p>\n\n\n\n<p>But concerns were raised in opposition to the motion by Salaries Convener Des Morris (East Renfrewshire), who highlighted the potential knock-on impact on SNCT terms &amp; conditions, \u201cAre we talking about teaching from home? We cannot be legally or contractually obliged to work from home. Are we talking about amendments to the handbook?\u201d<\/p>\n\n\n\n<p>A succession of speakers raised a range of concerns including the incompatibility of the proposal with the EIS\u2019s policy of opposition to remote online learning, and the impact on young people for who school is a safe space or the only place where they can receive a warm meal.
